Attorney General Ahmed Usham says the preliminary agreement to give the UAE developer Eagle Hills 500 hectares of Rasmalé contains no provisions that violate the Constitution.
He said he advised the Ministry of Housing on the agreement and instructed it to make certain amendments. The agreement was signed on 21 September 2026, and he made the comments on 8 October.
What the terms say
The land is leased for 99 years.
The state takes 10 percent of the developer's initial property sales.
Buyers pay a 4 percent fee, and a further 4 percent is charged on each later transfer of ownership.
No land acquisition fee or ground rent is charged.
The lease term has drawn scrutiny. Eagle Hills has said that each resale or gift of a unit begins a new 99-year term, which critics say amounts to a permanent loss of state control. President Mohamed Muizzu has pledged that no part of Rasmalé will be leased to foreign parties, and the project is described as dedicated to Maldivian housing.
