Former minister and opposition figure Ibrahim Zariyand has said the Rasmale’ development agreement does not provide meaningful financial benefit to the Maldivian state.

Zariyand argued that the terms of the deal, under which a substantial land parcel is allocated for a major project by the Dubai-based developer Eagle Hills, leave the government without clear long-term revenue or asset advantages.

His comments add to criticism from several quarters, including calls from Male’ City Council members and other politicians for greater transparency or a public referendum. Some have also raised questions about earlier cabinet discussions on constitutional changes related to foreign land ownership.

The government has presented the project as an important investment that will support housing and economic growth. Supporters say it will create jobs and infrastructure.

Debate over the agreement continues as both sides present differing assessments of its impact on public finances and land policy.
