Legislation required to implement the Rasmalé commercial terms agreement with Eagle Hills has not yet been submitted to the People’s Majlis.
Government officials previously indicated that amendments or new laws would be needed to facilitate the 99-year arrangement for approximately 500 hectares of reclaimed land. Five hours after the latest update, no bill had been tabled.
Opposition lawmakers have called for full disclosure of the agreement before any legislative changes are considered. They argue that Parliament must examine financial returns, environmental obligations, and sovereignty implications. Public protests and petitions demanding a referendum continue.
The Housing Ministry and Attorney General’s Office have been involved in drafting the necessary instruments. Sources familiar with the process said technical reviews are ongoing. The government maintains that the project will generate long-term revenue and support national housing goals.
Until the legislation reaches the Majlis, the precise legal framework for the transfer remains unclear. Both supporters and critics are watching the parliamentary calendar for the next steps.
