Former Maldivian Democratic Party chairperson Fayyaz Ismail has said an MDP administration would terminate the Rasmalé development agreement with Eagle Hills if the project advances without public consultation.

Speaking about the proposed 99-year arrangement for roughly 500 hectares of reclaimed land, Fayyaz argued that major land decisions require transparent debate and citizen consent. He noted that the current commercial terms agreement lacks full public disclosure of financial returns, lease conditions, and long-term obligations.

The government signed a commercial terms agreement with the UAE-based developer in September. Opposition figures have repeatedly called for the complete document to be tabled in Parliament and released to the public. Some have also demanded a referendum on the transfer of such a large area.

Fayyaz’s statement adds to growing political pressure around the project. Other MDP leaders have expressed mixed views, with some urging caution to avoid damaging diplomatic ties while others insist on full transparency. The government maintains that the arrangement will generate revenue through taxes and profit-sharing and will support housing goals.

Land reclamation at Rasmalé has already involved substantial public expenditure. Critics question whether the state will recover those costs under the proposed terms. The debate is expected to intensify when related legislation reaches the People’s Majlis.

Fayyaz emphasised that any future decision by an MDP government would prioritise public interest and consultation processes.
