A petition submitted to the People’s Majlis has called for a formal parliamentary inquiry into the government’s agreement with Eagle Hills for the development of Rasmale’.
The petition urges a public debate and legal review to ensure the arrangement complies with constitutional provisions that restrict foreign ownership of land. It specifically seeks transparency on the 99-year lease terms and any provisions that could allow renewal or extension.
The commercial terms were signed on 21 September in Dubai. Critics have raised concerns that the structure could effectively grant long-term control of reclaimed land created with public funds. Opposition parties have also submitted a resolution seeking a referendum.
Government officials have stated that no foreign party will own land and that all transactions will remain within Maldivian law. They have pointed to projected state revenue from land premiums and sales fees as a key benefit of the project.
