A petition has been submitted to the People's Majlis calling for a formal inquiry into the commercial agreement for the Rasmale' development with UAE-based Eagle Hills.

Filed by People's National Front activist Haleemath Zuhaira, the petition urges the relevant committee to conduct an open inquiry, summon testimony and documentation from government institutions, and hold a public parliamentary debate before any final agreement or enabling law is adopted.

It also requests an independent legal opinion on whether the arrangement, including renewable lease terms, complies with Article 251 of the Constitution, which prohibits foreign ownership of Maldivian land. The petition suggests the Majlis consider seeking an advisory opinion from the Supreme Court under Article 95.

The commercial terms for 500 hectares of reclaimed land at Fushidhiggaru lagoon were signed on 21 September. Opposition groups have repeatedly called for greater transparency and a public referendum.

The government has said the project will proceed under Maldivian law and that foreign land ownership remains prohibited.
