The People’s Majlis has opened public consultation on a proposed amendment to the Education Act that would formalise a framework for homeschooling in specific cases.

The deadline for submissions is 2:00 pm on 12 November. Views can be sent by email to legal+sub1@majlis.gov.mv or in writing to the Parliament Secretariat. The bill was introduced by Huraa MP Dr Anara Naeem on behalf of the government and received unanimous support at first reading.

Under the proposal, children of compulsory school age who cannot attend school because of a physical disability, mental health condition or other special circumstance could receive education at home, subject to assessment and regulations. Parents or guardians would need to demonstrate the financial capacity to support the arrangement. Children unable to participate in either formal schooling or homeschooling would be exempt from compulsory education requirements.

The Ministry of Education would set standards for tutors, monitor outcomes and oversee curriculum adherence. The measure aims to strengthen inclusive education while addressing concerns about potential misuse of existing policy. Opposition members have raised questions about equity for lower-income families.
