The People’s Majlis has invited public comment on a proposed amendment to the Education Act that would introduce a legal framework for homeschooling.
The deadline for submissions is 2:00 pm on 12 November. The government-sponsored bill, introduced by Huraa MP Dr Anara Naeem, was accepted unanimously on its first reading earlier this month and sent to committee.
Under the proposal, children of compulsory school age who cannot attend school because of a physical disability, mental health condition or other special circumstance could complete their education at home, provided parents can meet the costs and the child remains registered at a school. Children whose conditions prevent both school and home study would be exempt from compulsory education.
The Ministry of Education would set standards for tutors, monitor learning outcomes and oversee curriculum compliance. The bill also anchors the start of the academic year in January.
Former President Mohamed Nasheed has criticised the measure, calling it a calculated move that could keep girls out of school. Other lawmakers have raised concerns about equity, arguing that the financial-capacity requirement could create a two-tier system, and about the risk of inadequate regulation.
Education Minister Dr Ismail Shafeeu has said homeschooling would be permitted only after assessment and under specific conditions. The bill is currently under detailed review in committee.
