Eagle Hills has submitted a proposal to develop a waterfront and marina at Ras Male, Construction and Infrastructure Minister Dr Abdulla Muththalib confirmed in a parliamentary response.
The proposal covers a modern waterfront city and marina linked to the larger Ras Male development with the UAE firm. The project is being advanced under a private sector initiated proposal rather than open tender.
Only commercial terms have been agreed so far. Final contracts will follow legal review. The land is to be leased for 99 years, with the state receiving a share of revenue and retaining ownership.
Eagle Hills, established by Mohamed Alabbar, has developed major landmarks in the UAE and elsewhere. The Maldives government has stated that such projects will proceed while keeping land under state control.
The proposal has drawn parliamentary questions about the selection process and expected benefits. Opposition members have sought details on whether alternative bidders were considered.
Officials have emphasised that the development is intended to support economic growth without compromising national ownership of land.
