Parliament is considering an amendment that would permit home-schooling arrangements for children with disabilities.
The proposal is intended to accommodate students who experience significant difficulties attending regular schools due to physical, developmental or other challenges. Under the draft, parents or guardians could apply for approval to deliver education at home while meeting curriculum requirements.
Education authorities have previously introduced limited support measures, but families have reported gaps in access. The amendment would formalise a pathway that recognises home-based learning as a legitimate option in qualifying cases.
Details of the assessment process, monitoring and examination arrangements are still being refined. The bill is expected to be debated further before any final vote.
Disability advocacy groups have long called for more inclusive options. If passed, the change would represent one of the more substantial adjustments to compulsory education rules in recent years.
